I am one.
Not because I like the idea of being pure leeching, but because I am not independent enough yet, and can’t really seed as much as I want while protecting myself sufficiently.
But don’t worry; once I am independent, I can pick my ISP, and their bandwidth management practices will definitely factor into my decision.
